Package B

This package provides the most direct connections from Island Bay and Kilbirnie to the central city but not the most direct link between Island Bay and Kilbirnie.

Other than the connection to Kilbirnie, this package would provide fewer neighbourhood connections for people on bikes.

The  two-way bikes lanes/paths and routes would involve changes to fewer streets than the other two packages, and have the least impact on parking. However they would not be consistent with the existing bike lanes and planned changes on The Parade, or with the uphill bike lane on Crawford Road.   

Package B

Adelaide Road – Dee Street to Luxford Street (including Berhampore shops)

This section goes from Dee Street to Luxford Street via Adelaide Road and includes the Berhampore shopping area.

Impacts
  • Separated two-way bike lane or path on one side of the street (side of the road yet to be determined). Where there is kerbside parking, the bike lane or path would be between parked cars and the footpath.
  • Narrower footpaths on both sides north of Duppa Street but footpath widths would still meet best practice guidelines.
  • There is potential to improve the pedestrian space within the Berhampore shopping area.
  • Traffic lanes would remain at a minimum of 3m wide to accommodate buses.
  • From Dee Street to Britomart Street  there are minor opportunities to improve shelter and seating at bus stops.
  • Parking on this part of  Adelaide Road would be slightly reduced:
    • Dee Street to Duppa Street – parking unaffected (existing on-street parking for 140–150 cars would remain).
    • Duppa Street to Britomart Street – existing on-street parking for 30–35 cars would be reduced to 20–25.
    • Britomart Street to Luxford Street through the shopping area – existing on-street parking for about 11 cars would be reduced to about 10 spaces.
  • There would be an opportunity to provide urban design and landscape enhancements through the shopping area.

B3 3 Package B Luxford
Adelaide Road to Russell Terrace (via Luxford, and parts of Rintoul and Waripori streets)

This section goes from Adelaide Road to Russell Terrace via Luxford, Rintoul and Waripori streets.

Impacts
  • Separated two-way bike lane or path on one side of the street (side of the road yet to be determined). Where there is kerbside parking, the bike lane or path would be between parked cars and the footpath.
  • Narrower footpaths on both sides for most of the route but footpath widths would still meet best practice guidelines.
  • Traffic lane widths would remain as is or be increased to a minimum of 3m to more easily accommodate buses.
  • Parking effects would be different in different areas:
    • Luxford Street between Adelaide Road and Rintoul Street – parking unaffected (existing on-street parking for 30–35 cars would remain).
    • Rintoul Street between Luxford Street and Waripori Street – existing on-street parking for 10–15 cars would be reduced to 5–10 spaces.
    • Waripori Street between Rintoul Street and Russell Terrace – existing on-street parking for 45–50 cars would be reduced to 20–25 spaces.

Russell Terrace – Waripori Street to Riddiford Street

This section goes along Russell Terrace from Waripori Street to the roundabout at Riddiford and Mansfield streets.

Impacts 
  • Separated two-way bike lane or path on one side of the street (side of the road yet to be determined). Where there is kerbside parking, the bike lane or path would be between parked cars and the footpath.
  • Narrower footpaths on one side but footpath width would still meet best practice guidelines.
  • Existing on-street parking for 35–40 cars would be reduced to 20–25 spaces.

Wilson Street to Riddiford Street (via part of Daniell Street, Mercy Park and Emmett Street)

This section would connect Kilbirnie to Newtown via Wilson Street, Daniell Street, Mercy Park, and potentially through the St Anne’s car park to Emmett Street and Riddiford Street. The St Anne’s car park is privately owned and we are looking at whether this connection is viable.

Impacts
  • This would be a quiet route with a paved shared path through Mercy Park and potentially the car park. Quiet routes are streets with low volumes of traffic travelling at low speeds.
  • No changes to footpaths.
  • Daniell Street (Wilson Street to Mercy Park) – parking unaffected (existing on-street parking for 10–15 cars would remain).
  • Emmett Street (22 Emmett Street to Riddiford Street) – parking unaffected (existing on-street parking for 35–40 cars would remain).
  • There would be an opportunity to provide urban design and landscape enhancements through quiet route treatments. These could include lower speed limits and physical traffic calming to reduce vehicle speeds, such as road humps or cushions, narrower lanes and kerb extensions, medians or different surfaces.

B7 7 Package B Riddiford
Riddiford Street - Russell Terrace to John Street

This section goes along Riddiford Street from the Russell Terrace/Rhodes Street roundabout to John Street.

Impacts
  • Separated two-way bike lane or path on one side of the street (side of the road yet to be determined). Where there is kerbside parking, the bike lane or path would be between parked cars and the footpath.
  • Footpaths widened on one or both sides of the street.
  • From Russell Street to Mein Street, traffic lanes would remain at a minimum of 3m wide to accommodate buses.
  • From Mein Street to John Street, bus lanes would remain at a minimum of 3m wide.
  • There would be an opportunity to provide urban design and landscape enhancements through the Newtown shopping area.
  • On-street parking would be unaffected (existing on-street parking for 195-210 cars would remain).
  • It's likely the median, traffic islands and trees would be removed.

Adelaide Road – Luxford Street to John Street

This section goes along Adelaide Road from just north of the Berhampore shops at Luxford Street to the John Street intersection.

Impacts
  • Separated two-way bike lane or path on one side of the street (side of the road yet to be determined). Where there is kerbside parking, the bike lane or path would be between parked cars and the footpath.
  • Narrower footpaths on both sides for most of the route but footpath widths would still meet best practice guidelines.
  • Traffic lane widths would remain as is or be increased to 3m wide to more easily accommodate buses.
  • Parking effects would be different in different areas:
    • Luxford Street to MacAlister Park – parking unaffected (existing on-street parking for 30–35 cars would remain).
    • MacAlister Park to Stoke Street – existing on-street parking for 30–35 cars would be reduced to 25–30 spaces.
    • Stoke Street to John Street – existing on-street parking for 150–160 cars would be reduced to 75–80 spaces.

Adelaide Road - John Street to Basin Reserve

This section goes along Adelaide Road from the John Street intersection to the Basin Reserve roundabout.

Impacts
  • Separated two-way bike lane or path on one side of the street (side of the road yet to be determined). Where there is kerbside parking, the bike lane or path would be between parked cars and the footpath.
  • No changes to footpaths.
  • Bus lanes would remain at a minimum of 3m wide.
  • Painted median would be removed.
  • Parking unaffected by this project.

Parking impacts

As part of the planning and assessment of possible packages, we looked at current parking on all streets that were considered as part of potential routes. We have developed maps showing Package B's impact on parking. The maps show on the impact on the amount of parking space, resident parking and parking for all users along the network.


Community objectives to be considered in the next stage of design

These community objectives were not included in the assessment for this phase of Newtown Connections. However, they will be used and assessed in the next phase of the project.

  • Make it easier and safer to cross roads in the area
