Package A

Package A includes all three of the most direct connections for people cycling between Island Bay, Kilbirnie and the central city. It includes a link from Island Bay to South Wellington Intermediate School via an off-road path and bike lanes/paths on Russell Terrace. The bike lane layout would be consistent with the existing bike lanes and planned changes on The Parade, and the uphill lanes on Constable Street and Crawford Road.

Adelaide Road  – Dee Street to Britomart Street

This section goes along Adelaide Road from Dee Street to Britomart Street.

Impacts
  • Separated bike lanes or paths on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lanes or paths would be between parked cars and the footpath.
  • No changes to footpaths.
  • Traffic lanes would remain at a minimum of 3m wide to accommodate buses.
  • There are minor opportunities to improve shelter and seating at bus stops.
  • Parking effects would be different in different areas:
    • Dee Street to Duppa Street  – existing on-street parking for 140–150 cars would be reduced to 110–120
    • Duppa Street to Britomart Street  – all on street parking would be removed (30–35 existing spaces to 0).

A3 3 A Berhampore golf course
Berhampore Golf Course (east)

This off-road route through part of Berhampore Golf Course and alongside Martin Luckie Park (both are in the Town Belt) provides a connection between Adelaide Road and Russell Terrace.

Impacts
  • Off-road paved shared path connection through the Town Belt for people on foot and on bikes.

  • Paved shared path would be well lit.

  • Off-road Town Belt connections would be subject to resource consents being approved.

A4 4 Package A Adelaide 2 Copy
Adelaide Road – Britomart Street to Luxford Street (Berhampore shops)

This section goes along Adelaide Road from Britomart Street to Luxford Street through the Berhampore shopping area.

Impacts
  • On-road bike lanes on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lane would be between the traffic and parked cars, with a painted buffer zone between the parking and bike lane.
  • There is potential to improve the pedestrian space within the Berhampore shopping area.
  • Traffic lanes would remain at a minimum of 3m wide to accommodate buses.
  • There would be an opportunity to provide urban design and landscape enhancements through the Berhampore shopping area.
  • Parking spaces would be reduced from about 11 spaces to 6.

A5 5 Package A Russell
Russell Terrace  – Lavaud Street to Riddiford Street

This section goes along Russell Terrace, from Lavaud Street to Riddiford Street.

Impacts
  • Separated bike lanes or paths on both sides of the street, with bikes travelling in the same direction as the traffic. 
  • No changes to footpaths.
  • All on-street parking would be removed (130-140 existing spaces to 0).

A6 6 Package A Luxford
Adelaide Road to Russell Terrace (via Luxford, and parts of Rintoul and Waripori streets)

This section goes from Adelaide Road to Russell Terrace via Luxford, Rintoul and Waripori streets.

Impacts
  • On-road bike lanes on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lane would be between the traffic and parked cars, with a painted buffer zone between the parking and bike lane.
  • Footpaths would be mostly unaffected. Footpath widths would meet best practice guidelines.
  • On Rintoul Street, between Luxford Street and Waripori Street, traffic lanes would be widened to 3m to more easily accommodate buses.
  • Parking effects would be different in different areas:
    • Luxford Street between Adelaide Road and Rintoul Street – parking unaffected (existing on-street parking for 30–35 cars would remain)
    • Rintoul Street between Luxford Street and Waripori Street – existing on-street parking for 10–15 cars would be reduced to 0–5 spaces
    • Waripori Street between Rintoul Street and Russell Terrace – existing on-street parking for 45–50 cars would be reduced to 20–25 spaces.

A7 7 Package A Constable
Constable Street - Coromandel Street to Riddiford Street

This section goes along Constable Street from Coromandel Street to the Riddiford Street intersection. It would connect with the uphill bike lane already installed near the top of Constable Street from Coromandel Street to Crawford Road.

Impacts
  • Separated bike lanes or paths on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lanes or paths would be between parked cars and the footpath.
  • No changes to footpaths.
  • Traffic lanes would remain at a minimum of 3m wide to accommodate buses.
  • Parking effects would be different in different areas:
    • Riddiford Street to Daniell Street  – existing on-street parking for 35–40 cars would be reduced to 10–15 spaces

    • Daniell Street to Coromandel Street  – all on-street parking would be removed (80–85 existing spaces to 0).

A8 8 Package A Riddiford
Riddiford Street - Russell Terrace to John Street

This section goes along Riddiford Street from the Russell Terrace/Rhodes Street roundabout to John Street.

Impacts
  • Separated bike lanes or paths on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lanes or paths would be between parked cars and the footpath.
  • No changes to footpaths.
  • On-street parking would be unaffected (existing on-street parking for 195–210 cars would remain).
  • From Russell Terrace to Mein Street, traffic lanes would remain at a minimum of 3m wide to accommodate buses.
  • From Mein Street to John Street, bus lanes would remain at a minimum of 3m wide.
  • It's likely the median, traffic islands and trees would be removed.
  • There would be an opportunity to provide urban design and landscape enhancements through the Newtown shopping area.

A9 9 Package A Mein
Wilson Street to Riddiford Street (via parts of Daniell Street and Mein Street)

This section goes along Daniell Street (from Wilson Street) and Mein Street to Riddiford Street. It would be part of the Kilbirnie connection with Constable Street and Crawford Road.

Impacts
  • This would be a quiet route where people on bikes would share the road with general traffic. Quiet routes are streets with low volumes of traffic travelling at low speeds.
  • No changes to footpaths.
  • There would be an opportunity to provide urban design and landscape enhancements through quiet route treatments. These could include lower speed limits and physical traffic calming to reduce vehicle speeds, such as road humps or cushions, narrower lanes and kerb extensions, medians or tactile surfaces.
  • To enable the possible changes above, a small number of on-street parking spaces could be removed. This would be different in different areas:
    • Daniell Street (Wilson Street to Mein Street) – most likely all 75–80 on-street parking spaces would remain
    • Mein Street (Daniell Street to Riddiford Street) – existing on-street parking for 30–35 cars could be reduced to 25–30.

Adelaide Road - Luxford Street to John Street

This section goes along Adelaide Road from the Berhampore shops at Luxford Street to the John Street intersection on Adelaide Road.

Impacts
  • Britomart Street to Luxford Street (Berhampore shopping area) – on-road bike lanes on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lane would be between the traffic and parked cars, with a painted buffer zone between the parking and bike lane.
  • MacAlister Park to John Street – separated bike lanes or paths on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the path would be between parked cars and the footpath.
  • Footpaths would be mostly unaffected. Footpath widths would meet best practice guidelines.
  • Traffic lane widths would remain as is or be increased to a minimum of 3m to more easily accommodate buses.
  • There would be minor opportunities to improve shelter and seating at bus stops.
  • Parking effects would be different in different areas:
    • Luxford Street to MacAlister Park – all on-street parking would be removed (30–35 existing spaces to 0)
    • MacAlister Park to Stoke Street – existing on-street parking for between 30–35 cars would be reduced to 15–20
    • Stoke Street to John Street – all on-street parking would be removed (150–160 existing spaces to 0).

Adelaide Road - John Street to Basin Reserve

This section goes along Adelaide Road from the John Street intersection to the Basin Reserve roundabout.

Impacts
  • Separated bike lanes or paths on both sides of the street, with bikes travelling in the same direction as the traffic. Where there is kerbside parking, the lanes or paths would be between parked cars and the footpath.
  • Footpaths would be narrowed but footpath widths would meet best practice guidelines.
  • Parking unaffected by this project.
  • Bus lanes would remain at a minimum of 3m wide.
  • Traffic lanes would remain at a minimum of 3m wide.
  • Painted median would be removed.

Parking impacts

As part of the planning and assessment of possible packages, we looked at current parking on all streets that were considered as part of potential routes. We have developed maps showing Package A's impact on parking. The maps show on the impact on the amount of parking space, resident parking and parking for all users along the network.  

 
Community objectives considered in the next phase of design

These community objectives were not included in the assessment for this phase of Newtown Connections. However, they will be used and assessed in the next phase of the project.

  • Make it easier and safer to cross roads in the area
  • Preserve, or create opportunities to enhance the special character of the Newtown, Berhampore, and Mount Cook area
